In June last year, at the sixth meeting of the Central Party’s Financial and Economic Leading Group, President Xi mandated action to “actively carry out institutional reform on energy sector, quickly draw up the power sector and oil & gas sector’s institutional reform plans, as well as begin work for energy laws and regulations.” The power sector’s institutional reform master plan – “Guidance to Further Advance Power Sector Institutional Reform” – was jointly issued by the Party Central Committee and the State Council on the 15th of March this year. However, the institutional reform plan for the oil & gas sector is still in the research phase.
In order to collect suggestions from practitioners in China’s oil & gas industry for China’s oil and gas reform, the Beijing Energy Club and China5e.com jointly organized a discussion seminar entitled, “Suggestions on China’s Oil and Gas Reforms” on June 27th. Over 60 industry practitioners participated in the seminar. Mr. Wang Qiang, Director-general at the Legal and Institution Reforms Department of the NEA, addressed the audience and participated throughout the seminar. Mr. Guo Jiao feng, Researcher at the Development Research Center of the State Council, introduced the main findings of his study, so did China5e.com’s CEO, Ms. Fen Liwen, and Researcher, Mr. Ran Ze. Other participants also offered their suggestions on China’soil & gas institutional reforms from their own perspectives.
